項目概況:招標(biāo)人正在建設(shè)*萬噸/年高吸水性樹脂（以下簡稱SAP）裝置，現(xiàn)計劃采購*萬噸/年SAP裝置的解碎單元成套設(shè)備設(shè)施。投標(biāo)人應(yīng)滿足下列要求：解碎單元成套設(shè)備設(shè)施應(yīng)整體布局合理，自動化程度較高、能耗低的要求，降低運行成本。解碎單元工序完善，工藝設(shè)備先進；按當(dāng)前同類產(chǎn)品先進水平設(shè)計、制造；能夠與SAP裝置各單元有機結(jié)合，運行順暢。整套系統(tǒng)安全可靠，操作安全條件良好，配備合理安全防護措施、在線監(jiān)測、系統(tǒng)報警。
資金到位或資金來源落實情況:自籌資金，資金來源已落實。

*、投標(biāo)人資格要求
投標(biāo)人應(yīng)具備的資格或業(yè)績:（*）投標(biāo)人是響應(yīng)招標(biāo)、已在招標(biāo)機構(gòu)處領(lǐng)購招標(biāo)文件并參加投標(biāo)競爭的法人或其他組織。任何未在招標(biāo)機構(gòu)處領(lǐng)購招標(biāo)文件的法人均不得參加投標(biāo)。
The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid.
（*）凡是來自中華人民共和國或是與中華人民共和國有正常貿(mào)易往來的國家或地區(qū)（以下簡稱“合格來源國/地區(qū)”）的法人均可投標(biāo)。
This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”).
（*）與招標(biāo)人存在利害關(guān)系可能影響招標(biāo)公正性的法人不得參加投標(biāo)。
Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.
（*）接受委托參與項目前期咨詢和招標(biāo)文件編制的法人不得參加受托項目的投標(biāo)，也不得為該項目的投標(biāo)人編制投標(biāo)文件或者提供咨詢。
Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.
（*）單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一招標(biāo)項目包投標(biāo)。
Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package.
（*）只有在法律上和財務(wù)上獨立、合法運作并獨立于招標(biāo)人和招標(biāo)機構(gòu)的供貨人才能參加投標(biāo)。
The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.
（*）投標(biāo)人應(yīng)當(dāng)于招標(biāo)文件載明的投標(biāo)截止時間前在機電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺（網(wǎng)址：https://www.chinabidding.com）成功注冊。否則，投標(biāo)人將不能進入招標(biāo)程序，由此產(chǎn)生的后果由其自行承擔(dān)。
Bidders should successfully complete the registration on http://www.chinabidding.com (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.
（*）中國境內(nèi)投標(biāo)人須提供的營業(yè)執(zhí)照副本復(fù)印件；中國境外投標(biāo)人的公司須提供注冊證明文件復(fù)印件。投標(biāo)人為中華人民共和國以內(nèi)企業(yè)的（不含港澳臺地區(qū)，下同），復(fù)印件需加蓋公章；國外的（含港澳臺地區(qū)，下同）只需被授權(quán)人簽字。
Copies of business licenses shall be submitted by domestical bidders, and copies of registration certificates shall be submitted by bidders abroad. Sealing with company stamp for domestic bidders, while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
（*）投標(biāo)人必須是解碎單元成套設(shè)備設(shè)施的制造商，并具有設(shè)備集成能力。本項目不接受代理商投標(biāo)；須提供“制造商資格聲明”（格式見第一冊第四章格式IV-*-*）。
The Bidder shall be professional equipment manufacturer of the Fragmentation unit, be possessed of equipment integration. No agent is accepted to participate in the bid. “Manufacturer Qualification Statement” shall be provided (the format is as per IV-*-* in Chapter IV of Volume I).
（**）投標(biāo)人須提供加蓋投標(biāo)人公章的在有效期內(nèi)的質(zhì)量管理體系認(rèn)證證書的掃描件。
The bidder shall provide scanned copy of the Quality Management System Certification，sealing with company stamp for domestic bidders, while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
（**）投標(biāo)人須提供自****年*月*日至今所投產(chǎn)品在*萬噸/年（*.*t/h處理量）及以上規(guī)模高吸水性樹脂（SAP）裝置中的解碎單元設(shè)備（切條、切塊、造粒等）有效業(yè)績至少*個(業(yè)績清單格式見第六章附表*)。
Since January *, ****, the bidder shall be successfully experienced with at least * set of Fragmentation unit in **KTA or more SAP plants(*.*t/h Processing capacity)Processing capacity. (the Format of Relevant Experiences List is as per the Attachment * of Section Six)
有效業(yè)績的認(rèn)定條件為：The successful experience shall be identified upon:
提供加蓋投標(biāo)人公章的業(yè)績合同復(fù)印件（合同須體現(xiàn)供貨內(nèi)容、簽約日期、用戶的名稱、地址、裝置/設(shè)備交付日期、裝置/設(shè)備交付數(shù)量、規(guī)模等）。
A copy of the performance contract stamped with the bidder's company seal (the contract should reflect the supply content, the date of contract signing, the name of the user, the address, the date of device/equipment delivery, and the quantity of device/equipment delivered.).
（**）投標(biāo)人具有良好的銀行資信，企業(yè)財務(wù)狀況良好，具備履約能力，無不良經(jīng)營行為。投標(biāo)人須提供投標(biāo)人開立基本賬戶的銀行開標(biāo)前*個月內(nèi)所開具銀行資信證明或經(jīng)會計師事務(wù)所審計的****-****年度財務(wù)審計報告復(fù)印件。投標(biāo)人為中華人民共和國以內(nèi)企業(yè)的（不含港澳臺地區(qū)，下同），復(fù)印件需加蓋公章的；國外的（含港澳臺地區(qū)，下同）只需被授權(quán)人簽字。
The Bidder shall have good bank credit, good financial status, ability to perform contracts, and no bad business practices. Bidders shall provide the original Credit Certificates within * months before the bid opening issued by the bank where his basic account is open, or the copy of Annual Audit Reports of ****-**** with its company sealing for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
（**）投標(biāo)的投標(biāo)代表須提供法定代表人授權(quán)書（格式見招標(biāo)文件第一冊第四章，格式IV-*）、法定代表人身份證明書及被授權(quán)人的身份證明（身份證）；如負(fù)責(zé)本次投標(biāo)的代表為該公司的法定代表人，須提供有效的該公司法定代表人身份證明書和該法定代表人的身份證明（身份證）。
Power of Attorney of legal representative (the format is as per Section * Form IV-*,ITB Volume One), Certificate Identity of legal representative and the Identification Card of the authorized representative shall be provided; if the authorized representative for the bid is the company’s legal representative, the qualified company’s legal representative certificated and his Identification Card shall be provided.
